Fix a transaction witness-verification bypass caused by inconsistent public-key validation between IsMultiSigContract overloads. All overloads now validate public keys before classifying a script as a standard multisignature contract.

• Add regression coverage for malformed public keys, mismatched witness hashes, and mempool rejection.
• Update the package version to 3.10.2.

Validation: all 960 Neo.UnitTests passed in Release configuration.
