Enable creation of rack reservations directly from navigation menu #4755

Environment
- Python version: 3.6.9
- NetBox version: 2.8.5
Proposed Functionality
Allow a user to navigate to /dcim/rack-reservations/add/ directly to create a new rack reservation. (NetBox currently requires first navigating to a specific rack, because the reservation form must be initialized with a rack ID.)
Use Case
This standardizes the rack reservation creation view and makes the process slightly more convenient for users.
