Upgrade to rseqc v3.0 #148

As discussed in #81, it would be good to upgrade to version 3.0 of RSeQC - it should be a lot faster and will hopefully solve our problems with the gene body coverage task.

To do:

  • Check that other packages in the environment are python 3 compatible
  • Release RSeQC v3.0 on bioconda
  • Update pipeline to use new commands / check that everything still works
  • Update MultiQC modules as required to parse any output that's changed

bioconda/bioconda-recipes#13163 works on the bioconda release!

I just looked at the environment, but all other tools should be either python3 compatible or don't have any python dependencies at all.

Recipe bumped to 3.0.0 - will be available in 15minutes on bioconda 👍
