Set up Red Hat certification testing pipeline

We need to configure automated testing for operator certification so that certification submission and monitoring can be automated and require minimal manual input

Acceptance Criteria:

• Red Hat certification pipeline operator installed on test cluster
• Automated tests execute successfully against operator bundle
• Test results are captured and reportable
• Pipeline can be triggered programmatically
