governance: add new collaborators #VIII

Open call for @nodejs/tsc members to nominate folks for onboarding as per our governance. @nodejs/collaborators, feel free to make suggestions.

Fyi, in the name of progress I've added @thealphanerd to CI and gave him a short intro on how to work with jenkins since he wanted to dive into the citgm/smoketesting stuff.
