This deprecation applies to undocumented, seemingly useless, Windows Performance Counter support.

LGTM but there are still a couple entries which should be removed: test/common/index.js lists them in the globals test and .eslintrc.js lists them as globals as well.

I've addressed nits and ran CI: https://ci.nodejs.org/job/node-test-pull-request/19389/

I've run resume builds a number of times, but am still seeing failures on AIX:

As a semver major, this requires @nodejs/tsc sign offs.
