Initial release for limited evaluation

First built and installable release. Built for linux_x64, mac_arm64, win_x64. mltbx is the installable, the *.mex* are intermediate artifacts.
nmproxy builds are for the relay mode of operation: https://nominal-io.github.io/pub-docs/matlab/simulink/guides/proxy/

Does not compile for speedgoat yet, but is designed to with small known issues (uses a matlab-specific print statement for example). Blocker is hardware, not function.
