Managed OpenCode 1.18.23-managed.27

Fixes TICKET_1696_6_1_2: native question catalog resolution and validation now precede allowance hooks. Catalog questions reserve the actual resolved decision count and retain immutable wording, ordering and identities. Ordinary explicit questions, cancellation, replay and admission safeguards remain supported.

Includes the managed.26 selected-source output correction and existing empty-question validation and recovery.

Source: 8bdff15. Dependency lock and reviewed model snapshot remain unchanged from managed.26.

Local source verification: 159 passed, one existing skip, zero failures; 858 assertions. Native typecheck passed. Six-platform artifact verification and native Linux executable identity are recorded in the release candidate. Installed runtime and real Agent acceptance remain separate delivery stages.
