Maintenance Update for Release 1.8

Fixes and Enhancements:

• Fixed inconsistent READ permissions for accommodation details
• Added filter widgets for shelter list
• Introducing card stack layout for medical visits in case file perspective, including epicrisis details
• Improved content arrangement and readability of card stacks in medical reports
• Fixed a crash in GIS.set_config that affected users with access to multiple organization hierarchy levels
• Fixed shelter selector in shelter registration to not show closed or defunct shelters
• Added a validation rule to prevent re-opening of defunct shelters
• Fixed an issue in s3_link_to_human_resource that could prevent OrgAdmins from re-activating accounts if the corresponding staff record was linked to another organisation
• Fixed a regression in newsletter controller that prevented the user from adding new distribution lists

Core Changes:

• Removed deprecated pr_filter (old model for saved filters, replaced by usr_filter)
