oakum 0.8.2

Fixed

oakum 0.8.1 was tagged, but its binaries, crates.io crate, npm package and Homebrew formula were never published: a scheduled brownout of GitHub's retiring macOS 14 runners cancelled its Apple Silicon build. This release builds that target on macOS 15 and publishes the same changes.
