For the first version, I'll implement feature parity with what is currently implemented in @octokit/rest's internal plugin, with all the legacy workarounds and deprecations.

After that, the plan is to build @octokit/rest on top of @octokit/core. Only after that we can drop all the deprecations and remove all the legacy workarounds for the plugin, and update @octokit/rest to the new version with a breaking release.
