- bump product version anchor 0.16.0 -> 0.16.2 (v0.16.0 and v0.16.1 are
  burned tags whose CI failed before publishing) and sync CMS_VERSION
  anchors via sync-version --write
- document the versioning model, publish chain and release checklist in
  AGENTS.md; remove duplicated sections
