DSH 0.2.1 changed the shared clientBundle preset to take the package
directory instead of the package name, so building this plugin against the
running harness failed with "cannot read
…/dsh-web-ui-notify/package.json".

- Pass import.meta.dirname to clientBundle.
- Rebuild lib/ with the 0.2.1 toolchain. The 0.1.6 runtime contract
  (uiSession.sessionStatus, the mainView-retained Session, and
  uiWorkspace.openSession) still matches the 0.2.1 client.
- Record the 0.1.7 changelog and README badges; the test suite passes on
  0.2.1 (34 tests).
