Scout v0.3.5 candidate

This is a blocked held candidate, not approved for onboarding or installation.

The 0.3.5 npm pair is retained for artifact provenance at source 6304576b1389ed725ea1165c8ede15dde6c01a7b. Both published tarballs match their original local-signed receipt, full bytes, integrity, size and source. They are staged under scout-release-0-3-5; npm latest and GitHub Latest remain at 0.3.2.

A confirmed first-run preservation blocker is unresolved. Independent Opus source review confirmed that, when the cutover marker is absent, ensureOpenScoutCleanSlateSync recursively clears Scout support state before setup or broker startup. The preserved test account has an absent marker and a nonempty runtime agent home. Starting 0.3.5 in that state would delete preserved runtime agent state. This is a source and call-site inference: no 0.3.5 startup or observed deletion occurred. A correction is being prepared in a separate source cycle, and a corrected matching version is required before onboarding acceptance.

Source, version tag, original package receipts and published bytes remain unchanged. No native installer is attached to this candidate and no 0.3.5 mini installation or startup is approved. Stable promotion, appcast and website changes remain held.

The earlier producer authentication-poll failure and separately authorized retained Scout-only recovery are preserved in the local publisher backlog.
