[OKD] RHCOS image download link instead of FCOS image link

Which section(s) is the issue in?

In section https://docs.okd.io/latest/installing/installing_rhv/installing-rhv-user-infra.html#installation-rhv-specifying-rhcos-image-settings_installing-rhv-user-infra in Procedure step 1 the link given is to RHCOS images not FCOS images

Also steps 2 and 3 also need updating to refer to FCOS rather than RHCOS

What needs fixing?

change link to point to FCOS images

@binnes @vrutkovs What appears in the {op-system} section of the inventory.yaml? I assume you need to edit the image_url parameter. Are the local_cmp_image_path and local_image_path auto-generated? If ao, what appears there?
