Add classes and methods for PHP file generation

This commit includes the creation of several new PHP files for the `PhpFileGenerator` library. It includes classes for generating files to handle class specifications, methods and their bodies, and including type specifications from a template. It also includes a `FileStorage` interface to work with local file storage. The added tests ensure that these new types and specifications work as expected.
