Similar failure of cythoning happens to pandas/_libs/hashtable.pyx, etc.

ginstall is installing pandas from a release package, where Cython sources are already generated. What you're seeing seems to indicate there's a different problem. Do you also have e.g. a Python 3.7 installed and did you install pandas through that? Did you delete pandas before reinstalling?

We definitely cannot Cythonize the sources for pandas, we don't support enough for Cython to run
