Add support for @@ENV token

Add support for this token to substitute a system environment variable.  This should also work for a token like @@FILE:@@ENV:prefix@@.txt@@ .

It's useful for the Operator, which populates pre-defined env vars as well as allows customers to specify their own. For example @@ENV:DOMAIN_UID@@ can sometimes be helpful in configuration.
