Use "CALL" to invoke WLST scripts on Windows, so exit code is examined. Unix scripts were already working correctly. Now create ends with:

Issue Log for createDomain version 1.7.1-SNAPSHOT running WebLogic version 12.2.1.4.0 offline mode:

Total:       WARNING :     0    SEVERE :     0

createDomain.cmd completed successfully (exit code = 0)

Some other tools were missing this, and now print a tool-specific version of the "completed successfully" message.
