Menu ToolTip Popups to embellish the minimised left panel view

I love the minimised menu view, showing just a list of icons down the left side of screen.

However it would assist my workflow to see a ToolTip style popup appear, when hovering the mouse over a menu item icon.

I currently used the URL which appears at the bottom of screen, to remind me of the icon's function.
Of course the menu 'group / placeholder /header' icon only resolves with '/#', which is not so helpful.

Is it possible to add a ToolTip style popup for each minimised menu icon?
