fix(cli): let offset-rollback --verify and offset-reset plan --dry-run be turned off (#220) (#226)

offset-rollback rollback --verify and offset-reset plan --dry-run can
now be turned off. Both default to true but were declared as plain flags,
so they were always true and --verify false / --verify true failed with
"unexpected argument". They now take an optional value: omitting the flag
or passing it bare still means true; --verify false / --verify=false
(and the same for --dry-run) turn it off. Any other value is rejected.

offset-rollback rollback now exits non-zero ("Verification failed -
offsets do not match snapshot") when its post-rollback verification finds
offsets that don't match the snapshot, e.g. a consumer still running
committed over the rollback. It used to print MISMATCH and exit 0, so
scripts couldn't tell; offset-rollback verify already failed this way.
The report is still printed first (--format json included).
offset-reset plan text output always says no changes were made (a
--dry-run false plan used to print nothing after the table) and points
at offset-reset execute instead of a --execute flag plan doesn't
have.
