• file:// storage URLs (--path file://…, StorageBackendConfig::from_url)
  are percent-decoded and must name a local directory
  (#221):
  • file:///tmp/my%20backups is now /tmp/my backups. It was read
    literally, so list / describe reported no backups and writes went to
    a directory named my%20backups.
  • A host is rejected with a hint instead of being dropped:
    file://tmp/backups used to mean /backups, and
    file://nfs-server/share read the local /share. localhost is still
    accepted.
  • file:///C:/backups is C:\backups on Windows (it was /C:/backups).
  • file://, file:/// and file://localhost are rejected rather than
    meaning the filesystem root (e.g. file://$DIR with DIR unset). A
    query string, fragment or %00 is rejected rather than ignored.
