Learn about vigilant mode.

Upgrade the locked dependencies used for development and CI. Also update the CI actions (setup-python, codecov) and the uv-build requirement.

Note: This release still allows only PyJWT versions before 2.15, so it does not fix CVE-2026-101918. Use 0.3.2 or later.
