This reverts the revert-commit efd5b9d, re-applying the SCT disentanglement work that was temporarily pulled out of main because we worried that an SCT divergence had been caused by it. I could not replicate this divergence, and suspect it was spurious due to the testnet preview being redeployed during testing.
This has the effect of re-applying the PRs #2529 and #2563, and resolving their respectively associated issues #2440 and #2480.
We should not merge this until after the testnet is released.
