agents setup without a terminal exits 0 when setup worked (PHNX-4227). Outside a TTY it printed the onboarding checklist and exited 1 if any capability was unconfigured: browser, fleet, watchdog, preferences and so on. Every headless install, such as a Rush pod image build, has those unset by design, so the build had to tolerate a failing agents setup. It now exits 1 only when core setup (the system repo) is missing. agents setup status still exits 1 for any missing capability. Source: cli/src/commands/setup.ts.
