Independently of the sensitivity of the issue (Kiev being the transliteration from Russian and Kyiv being the Ukrainian transliteration) here is why we should not just merge it: for users who store the timezone identifier next to a timestamp this will create a serious B/C issue. @derickr ping

It would also get wiped out at the next update of the tzdb. We don't create those names.

These are probably come from tzdb sources: https://github.com/eggert/tz/blob/master/europe so we shouldn't really do any local changes there.
