Maintainer checks

From the tools repository root:

The release tests are offline. Test-board tests cover options/errors and may create the Python virtualenv on first run. PR-wait tests use a fake gh. GitHub Actions also runs ShellCheck. These checks do not publish an actual release or establish full runtime coverage for every registered extension.

When changing command behavior, update its help, the relevant README and this Wiki. Review argument aliases, units, defaults, source selection, output paths, exit status and failure recovery together.

Adding project-specific checks

• Feature checks: add check_<name>() and register its composer name in CHECKS in phpbb-test-board/feature_checks.py.
• Screenshots: add shots_<name>() and register its composer/style name in SHOTS in phpbb-test-board/screenshots.py.
• Use fixture content and credentials, include dependencies explicitly, and inspect actual output on a disposable board.
• Static template checks supplement browser accessibility verification; syntax checks supplement runtime tests.
