ETL Ingress Hardening

Summary

Hardens the operational surface for using Quarry as the first ingress of an ETL pipeline. Adds runtime metrics, Lode persistence, CLI stats visibility, and upgrades Lode to v0.4.1.

• Runtime metrics surface per CONTRACT_METRICS.md — run lifecycle, ingestion drops, executor failures, and storage write counters
• Metrics snapshots persisted to Lode at run end as record_kind=metrics records
• stats metrics CLI subcommand with Lode-backed reader for querying persisted metrics
• Policy name recorded in event and artifact commit Lode records
• Lode dependency upgraded from v0.2.0 to v0.4.1
• New contracts: CONTRACT_METRICS.md and CONTRACT_INTEGRATION.md

Upgrade Notes

• CONTRACT_VERSION is now 0.3.0 — scripts built against the v0.2.x SDK must rebuild with the updated SDK
• No breaking changes to the emit API, CLI flags, or storage layout
