pkgdev bugs:

• bugs: a bug matching the package but not the version can now be left alone while a new bug is filed, alongside obsoleting it or reusing it (@arthurzam, #230)
• bugs: fix a package being filed as its own dependency, when an unsolvable || ( ... ) is answered by the package's own slot (@arthurzam, #208)
• bugs: add --dry-run, printing the bugs which would be filed and the updates to existing bugs instead of sending them. It needs no API key (@arthurzam)

• commit: a path argument sharing its name with a ref, e.g. pkgdev commit main, no longer fails as an ambiguous git argument (@arthurzam)
