Kit 0.0.78 is the pinned release (H27.48-1): make link of an installed kit writes no Claude Code hook (K916), so make link PROJECT=tests/package-install of package-check passes in CI, where the installed kit has no node of its own var/tools and no .links names a provider.
The CI setup of every runtime is the one that config/ci.json declares in setup, so kit's ci-setup runs no default deps-<runtime> target and the Makefile defines none (H27.47).
Release 0.0.22 after H27.47-3: every manifest of config/release.json, the exact requirements of polyspec/hyper-server and @polyspec/hyper-client and their locks hold 0.0.22, so the release carries template 0.0.15 from its Composer repository and Kit 0.0.78. (H27.48)
The docs, php and python jobs of .github/workflows/ci.yml no longer install phpcs, phpstan, ruff, alint and vulture, which only the gates of kit start and .github/workflows/gates.yml runs (kit K870), and the php job no longer installs the PHP symbol extractor, which none of its targets reads; ci-workflow fails for a job that selects a lint tool of kit. (H27.47-3)
Template 0.0.15 is the pinned release (H27.47-2): the npm tarballs, the Composer repository packages.json with the zip polyspec-template-php-0.0.15.zip, the wheel with its sha256 and the native extension that PIE builds come from the release v0.0.15, and npm, Composer and uv wrote their locks; TEMPLATE_VERSION and the CI checkout of the template repository name it. Each template release has its own working directory of PIE, var/pie/<TEMPLATE_VERSION>: PIE keeps the repositories that it added in that directory, and the repository of v0.0.14 hid 0.0.15, so pie build found no installable polyspec/template-php-ext 0.0.15.
Kit 0.0.77 is the pinned release (H27.47-2). The recipes run no toolchain check, since kit deleted it (K854): a missing tool fails the target that runs it. make hyper-install-python installs through make uv-install (K850); make composer-development runs composer install with COMPOSER=composer.local.json and make package-check runs npm ci of tests/package-install, each followed by make link, since kit deleted its install wrappers (K859). The git-ignored .links declares the provider checkouts (K869), and the prepare-commit-msg hook, whose target kit deleted, is gone (K892). .github/workflows/ci.yml and CHECK_TARGETS no longer run the gates of kit, which .github/workflows/gates.yml runs (K870): the language-parity job goes, and protocol parity runs in the parity job of gates.yml. The documents describe make ext as the check of the library that PIE built and the Composer repositories of the releases as the install of a consumer (K865).
