v3.1.0 - Global wiki support

LLM Wiki can now use one personal knowledge base across every project, while retaining project-local wikis for isolation.

Highlights:

• adds /wiki:init --global for the ~/wiki and ~/wiki/raw layout
• separates global skill installation from wiki storage scope
• resolves ingest, query, lint, stats, graph, and upgrade operations against the configured wiki instead of assuming the current working directory
• adds global and project agent-memory guidance
• includes the v3 local FastEmbed and sqlite-vec retrieval foundation, which had not previously received a GitHub release
• prepares paperclip-plugin-llm-wiki v0.5.2 for npm publication

Upgrade with /plugin marketplace update followed by /plugin install llm-wiki@llm-wiki. Skill-only installs can run npx skills update llm-wiki or repeat their original skills add command.
