Revert Versions for google-github-actions

Changes:
-temporarily reverts back version numbers for google-github-actions/setup-gcloud@v1 and google-github-actions/get-gke-credentials@v1 to previous versions (0.2.0 and 0.2.1)

I have verified that this pull request:
