Changelog support in ProcessWireUpgrade module

Similar to the one found in WordPress just a lot better as usual in the ProcessWire ecosystem :)

But seriously, it would be really useful to learn what the developer has to say before we upgrade something (system or module).

I'm pretty sure we already hit the 30% demand threshold long time ago. See:

In the light of the EU GDPR it would especially good to have support for this and some more, like features mentioned in the forum:

• "user could check a box to agree to data submission"
• "some statements before installation and also before updating a module that the user must accept"
• "we could show a donation button"

Thanks szabesz, now that we have the new master version and should be ready for new features, I think this would be a very valuable addition to the pw ecosystem!
