Automatic translations for modules - community translations

Short description of the enhancement

When installing a new module it usually comes in English. When creating a website for a client the developer usually has to translate a lot of parts from modules to the client's language. It would be a big improvement, if the right languages would automatically be downloaded.

Current vs. suggested behavior

Currently a module only comes in one language. The module installer should detect which languages are currently installed and download the translations from a community-managed repository.
Also, when a new language is set up, all modules should be checked for available translations for that language.

Why would the enhancement be useful to users?

Having an interface in mixed languages is somewhat cheap-ish looking. Also some users don't understand English, so the interface has to be translated. It would improve the quality of ProcessWire in other languages and reduce the time developers need translating modules into their native language.

If there is interest I could set up an instance for providing user contributed translations.

I +1'd your request. This would be super useful. However community translations is still something that would be nice to see, because a module author usually just speaks a limited amount of languages.

processwire/processwire#52 should definitely have higher priority though.

One could always to a PR to the modules repo and add additional languages with the system I proposed.
