Create feature request template, improve bug report template, disable blank issues

• Create draft feature request template
• Fix white-space error in bug report template
• Use consistent " quotes in bug report and feature template
• Contributors can no longer open a blank issue on GitHub
• Automatically label incoming features/bugs

The main things we probably want to know about a proposed feature are:

• What the feature is going to do.
• What the feature is going to solve.
• Other solutions that might be possible.
• Whether the contributor wants to help out with making the feature.
