Added "specification" section for specs as agreed in -team discussion.

This section will contain specs used by more projects than just Prometheus server e.g. RW protocols.

Exposition formats are for now in https://prometheus.io/docs/introduction/overview/ but one idea is to mention those there but have full specs in this new section.

Used unlock icon - I like the intention of not-locking the ecosystem with OSS specs and standards. Also considered: bullhorn icon (important? announced loud?), certificate (kind of official, but icon does not look like cert really), globe (aka connecting the world) and users (aka connecting ppl).

Thanks! I think the section should be sorted to the very bottom though. That's because it's only for the real developer insiders who want to implement one of these specifications, and normal users should not have to ever deal with technical specification details (as great as it is to have them). So we should get it out of the way of the normal user journey as much as possible.

For the section icon, to me all the ones you listed already have such strong other connotations that they don't really fit for me 🙈 When I think about specifications, I think about long detailed documents, so how about file-text or file-text-o from https://fontawesome.com/v4/icons/?

Sounds fair to me, adjusted. I used file-text-o as it looks better (to me) next to the darker book icon for tutorials.
