azwi 1.3.0 makes first-time setup easier for people and coding agents.

• Add azwi setup [URL] to extract and save the organization, verify the supplied work item, and install the managed agent skill by default.
• Prompt for a hidden PAT and save it per organization in ~/.azwi/credentials.toml. The file uses normal inherited permissions and stores credentials as plain text. AZWI_PAT remains an override and a fallback when file access is unavailable.
• Add azwi config check [URL] for read-only readiness checks and optional work item verification.
• Add setup --replace-pat for replacing saved credentials and --non-interactive for automation.
• Improve errors with repair commands, required PAT scopes, and expiration guidance.
• Update the quick start with PowerShell and Bash examples.

Existing fetch commands and AZWI_PAT authentication remain supported.

Validation: 81 automated tests, wheel and source distribution builds, uvx and PEP 723 wrapper smoke checks, and a disposable credential file read successfully from the Codex Windows sandbox.
