Fix j2534 connection params

• J2534 - Allow to receive frames with padding error flag 0x110
• Allow to set J2534 - protocol and bauderate in constructor (need to diagnosis FCA cars for CAN-B area on 125kbps 3/14 pins)

I think CI fails because it runs on linux and Protocol_ID cannot be imported. I expect the file to be loadable on Linux, even though the class cannot be used.
