COPYRIGHT file not found

Bug description:

The file, https://github.com/python/cpython/blob/v3.11.4/Modules/config.c.in refers to a file, 'Misc/COPYRIGHT' for information on license of the contents of the file. However, the file COPYRIGHT is not in the source code.

We could find the file at https://github.com/python/cpython/blob/v1.0.1/Misc/COPYRIGHT.

Can you please check that?

This seems invalid for 3.12+. Unfortunately, 3.11 branch now is only for security-fixes.

@gvanrossum What kind of copyright file should we link? (and should we update security-only branches if this is a legal concern?)

Then I think we can simply change the path of the file (I don't think this would require lawyers to confirm this change though). However, I'd like to know whether we should backport it way back to 3.9.

The file, https://github.com/python/cpython/blob/v3.11.4/Tools/scripts/fixnotice.py was meant to remove this reference, I guess. However, this file is not in the main branch.

Looking at https://github.com/python/cpython/blob/v3.11.4/Tools/scripts/fixnotice.py
It looks like you should just delete that copyright block. Just do what the script does by hand.
