Scale back Python 2.7 presence on the Documentation parts of the website #1255

Just so it doesn't get forgotten about it, the doc section (https://www.python.org/doc/) and mouseover needs to be modified to de-emphasize 2.7 as was already done for the downloads section in #1219.
