Minifier improvements/consistency

• Add tests
• TORCHDYNAMO_REPRO_AFTER="dynamo" should also write to minifier_launcher.py similar to "aot" counterpart.
• Extending accuracy testing for REPRO_AFTER="aot"
• Consistent usage of REPRO_LEVEL between "dynamo" and "aot"
• Better code sharing wherever possible
• Enable seg fault repro as well for "Dynamo". It already exists for "aot"

Is it possible to automatically run the minifier on error (maybe with REPRO_AFTER="dynamo" as the default)? Right now having the user have to narrow down where the issue is with "dynamo" and "aot" is a pain point.
