v0.36.0

Prelude

qiskit_serverless v0.36.0 updates the pinned qiskit-ibm-runtime
requirement to 0.49.0 and refreshes the client, gateway and test
dependency groups. The rest of the release is internal platform work and
is not part of the public surface; upgrading is optional for users of
the Python client.

Upgrade Notes

• qiskit-ibm-runtime is now required at 0.49.0 (raised from
  0.47.0). Environments that pin the client's transitive dependencies
  should widen the constraint accordingly.
