Dependence-aware compositional reliability certificate that does not assume stage-failure independence (C5):

  • Tier 0 — exact Clopper–Pearson lower bound on the observed all-success / κ-of-m quorum event, plus a design-effect-adjusted floor.
  • Tier 1 — copula-agnostic linear-program bound over the Fréchet identification set, tightening as co-execution moments are supplied.
  • Tier 2 — Slepian monotone-corner Gaussian model floor (diagnostic only).

Also adds dependence estimators (Jaccard, τ_a, tetrachoric), graph e-process certification, Jacobi bounded-drift, the experiment harness, and a results dashboard.
