Magadan Time Zone should be GMT+10

The Magadan time zone moved from GMT+12 to GMT+10 on October 26th, but this change is not reflected in ActiveSupport/tzinfo. We're getting a lot of errors from only Magadan time zone users (AmbiguousTime errors for 2014-10-26 midnight)

Which version of Rails are you using? Also check if you upgraded the operational system time zone database. Rails uses tzinfo and depending on the tzinfo version it uses the operational system data.

We're using Rails 3.2.19. What's the operational system database? We're using tzinfo 0.3.x (different minor versions for different engines in our app)

Since you are using tzinfo 0.3 make sure you are using the same version and the latest (0.3.42) one in all the engines of your applicaiton. The information about the timezones are inside the gem.

I'm closing since it is not a Rails issue. Let us know if it worked.

The recent change for the Russian time zones was included in tzinfo 0.3.41.

However, I think the TZInfo::AmbiguousTime exception is actually an issue with ActiveSupport. Russia (including Magadan) put the clocks back by an hour on 26 October, but was not observing DST before or after the transition.

ActiveSupport is able to resolve ambiguities when a transition occurs that ends DST (treating the local time as DST). However, it doesn't resolve the ambiguity for non-DST to non-DST transitions that put the clock back (causing TZInfo to raise an TZInfo::AmbiguousTime exception).

I have submitted pull request #17409 to handle ambiguities in this situation (treating the local time as the earlier occurrence).
