This reverts #45100 (and the follow-up commits), due to issues it introduced which were unresolved so close to a release.
As part of #55303, we tried to address these issues, but ran into trouble due to the Vips analyzer loading ruby-vips early, which also loads libxml2 (from system) before nokogiri -- which breaks a bunch of stuff.
We need more time to figure that out so let's just revert for now.
