Fixed: per-app cache versions stay the same across build directories with rolldown 1.2.15 (#1320)

Before. rolldown 1.2.15, which a fresh install of vite 8.2 or later
resolves to, changed the comment it prints above each module of the server
build, and the per-app cache versions hashed the new comments. Building
unchanged code with vite build started from another directory gave every
app a new data and document version, and building it from a checkout at
another path did so for every app with a server component that imports CSS,
so the deploy threw away caches that were still valid. Adding a server action
to one app also changed the versions of the other apps.

Now. The same source builds to the same versions in any directory, on
vite 8.0.16 through 8.3.5, and a new action changes only the apps that reach
it. With rolldown 1.2.15, the first deploy with this fix gives every app a new
version once; builds on an earlier rolldown keep their versions.

No change in your code.
