[v22.3.x] rpk: Correctly handle node_id and version when decommissioning #9699

Backport of PR #9454

…e is dead

When a node is dead, the decommission command fails with an unfriendly
output. This commit makes it explicit and lets it fail before checking
the version.

Handle the node_id as decimal, not string. Otherwise, the output looks
like broken:

e.g., '\U000c0a88' is returned when node_id is 789128
