system_imaging.diskimage_from_oras grows a staged image by disk.grow, 8G when
it is not given, so a guest that builds large software in place can ask for the
room, disk.grow = "32G". A growth other than the default is kept in the stamp,
so changing it re-stages the image. Without the registry, a staged tag is used
only if it was staged from the reference the config names, which is kept next to
the image.
