Fix server-first CSS Modules HMR in RSC Framework Mode

We need to force revalidation during HMR when modifying CSS Modules that are only used on the server since it results in updated classnames. HMR updates the styles for the CSS that's present in the client graph but we need fresh elements from the server so it matches the classnames on the elements.
