What's Changed

A correctness fix for declaration emit. Any .d.ts xBuild wrote under v3.0.0 is worth regenerating: members the emitter could not type were dropped from the output rather than reported, so a declaration could be quietly wrong.

• Fixed: Declarations no longer lose members. The isolated-declarations pass behind v3.0.0 carried no type checker, and a property whose type it could not infer was deleted from the emitted type rather than degraded to any. const Num = { UInt8: Uint8Array } as const emitted declare const Num: {}, so every keyof typeof Num downstream resolved against an empty object instead of against "UInt8". Nothing reported it: the pass returned ther discarded it.
• Changed: Declarations are emitted by the project's already standing behind type checking, so the checkerwrites the types the source leaves out. Source no leclarations-clean for its declarations to come outwhole - an exported symbol may rely on inference thr tsc.
• Removed: The oxc-transform dependency, along with the platform binaries it installed. oxc-parser stays - the emitted declarations
  are still parsed with it.

Declarations now cost one emit through the shared proer than one syntactic pass. Entries are still cached
against snapshot versions, so a watch cycle rebuilds

No configuration, API, or output-layout changes. Upgrading is a version bump.
